Persistent Bioaccumulative Toxic Chemical Rules

October 30, 1999

Final PBT Rule Published
On October 29, 1999, EPA published a final rule that lowers the
reporting thresholds for certain persistent bioaccumulative toxic (PBT)
chemicals that are subject to reporting under Section 313 of the
Emergency Planning and Community Right-to-Know Act (EPCRA), effective
beginning with reporting year 2000 (64 FR 58666).  This rule also adds a
category of dioxin and dioxin-like compounds to the EPCRA Section 313
list of toxic chemicals (with a 0.1 gram reporting threshold for that
category), adds certain other PBT chemicals to the list of toxic
chemicals, and finalizes other PBT-related issues.  To download a copy
